Can Eren use the powers of the Founding Titan?

The Founding Titan is the first titan in existence and is the progenitor of the eight other intelligent giants we see in Attack on Titan. The Founder's Titan has the power to control and control other Titans at will, making it a powerful weapon that both Marley and Eldia seek. The founder's giant is also referred to as the coordinate, which is a point where the "paths" intersect and converge, an invisible connection between all the Eldians and the Giants.

Eren Yeager inherited the attacking giant and the founding giant from his father, Grisha Yeager during the events following the fall of Shiganshina. But, even though Eren possessed the Founding Colossus, he could not use his powers freely.

Can Eren use the powers of the Founding Titan?

When can Eren use the powers of the Founding Giant?

The full scope of the Founding Giant's power can only be unlocked by a person of royal dynasty (Eldian), i.e. the person must belong to the Fritz or Reis family. Since Eren does not have royal blood, one of the following three conditions must be met in order to be able to use the powers of the founding giant. Note that Eren does not necessarily have to be in his Giant form in any of the following situations, in order to be able to use the powers of the Founding Giant.

He must be in contact with a giant with royal blood :

Eren could use the powers of a founding giant if he was in physical contact with a giant who had royal blood. It could be a giant, a pure giant or an intelligent giant, it doesn't matter.

Eren was able to use the Founding Giant's powers to control other giants when he punched a pure giant's palm that was about to devour him and Mikasa. This was the same giant who ate his mother when the Shiganshina area was breached. In the brief moment he made physical contact with this giant, he transmitted his emotions and desire to block this giant and transmitted as orders to the other giants (pure), and they responded to Eren's emotions and attacked this giant and then continued to devour him.

However, the reason why he was able to use the powers of the Giant Founder only became clear in the third season. The pure giant that Eren hit was none other than Dina Fritz. Dina Fritz was an Eldian who possessed royal blood. She was the first wife of Grisha Yeager (while in Marley) and a member of the Eldian Empire Rising Organization. She was transformed into an abnormal giant for committing treason against the Marley Empire.

When Giant Eren punched Dina Fritz, he was in physical contact with a giant with royal blood, and thus was able to activate the founder giant's powers.

This is why Eren manages to control the giants but only occasionally. This reason is further solidified in Season 3 Episode 9, when Eren tried to use the powers of a Titan based on the Pure Giant of Rod Reese, but was unable to do so.

He must be in contact with a human of royal blood:

It was revealed that Eren could activate at least some parts of the Founding Giant's powers when in contact with an Eldian of royal blood. In Attack on Titan season three, when Eren touches Historia and Rod Reese on multiple occasions, it brings up some bits of memories that belong to the former heirs of the Titans.

When Eren kissed Historia's hand during the coronation

This is clearly demonstrated in the scene where Eren touched Historia's hand during her coronation and became speechless for a moment, after triggering a specific memory that has yet to be revealed in the anime. These memories that come to the surface are completely unpredictable and there is no way Eren can exercise control over them. It is not known if Eren can control giants by simply contacting a human (not a giant) who possesses royal blood.

By contacting a clever giant with royal blood

When a Smart Titan with royal blood comes into contact with Eren (who owns the Founding Titan but lacks royal blood), then both the Smart Titan and Eren can fully access the Founding Titan's powers. However, this may not always be true (at least not before the submissive Ymir Fritz was released into the format), as this giant-blooded scenario is preferred.

When Zeke Yeager called Eren, it was Zeke who was able to use the full extent of the Giant's powers and not Eren because the latter lacked royal blood. However, after Eren freed Ymir from thousands of years of submission to King Fritz, she complied with his wishes. Meaning, after this encounter, Eren no longer needed a royal bloodline to command the full powers of the founding giant.

Also, Eren does not abide by the oath of Karl Fritz, who repudiated war and prevented the founding giant from being used to destroy the world again.
